Announcement by the General Administration of Customs the Ministry of Commerce of the People’s Republic of China and The State Drug Administration of the People’s Republic of China No. 5 in 2020 on orderly export of medical materials

COVID-19 has spread throughout the world sending billions of people into lockdown as health services struggle to cope.As China is the source of many medical supplies needed for the prevention of the spread of the virus, steps are being taken to control the export of these materials. By doing so, the goal is to strengthen international cooperation with rest of the world and face this global public health crisis together.In order to effectively support the global fight against the virus during this special period of epidemic prevention and control, the quality and safety of the products as well as a standardized export order is required. Manufacturers of export COVID-19 reagents, medical masks, respirators and infrared thermometers should provide the following:

Written and electronic statements that guarantee that the products for export have obtained the registration certificate of China’s medical device products meet the standard quality requirements of the importer’s region.

The customs shall examine and release the medical materials with the registration certificate approved by the drug regulatory department. The strict supervision for export quality of medical supplies will be adjusted according to the development of the epidemic situation.

Relevant medical materials export companies should ensure the quality and safety of their products, meet the requirements of quality set standards, and actively support the international community in fighting against the epidemic.

China has taken the lead in controlling the epidemic and has become one of the most important suppliers of the medical materials amidst the Corona Virus spread.Although recently, China has been receiving complaints from a few European countries due to poor quality.The latest complaint was from the Netherlands. On the 28th of March 2020, the Dutch Ministry of Health announced on the Netherlands National Television (NOS), that they were going to recall 600,000 masks imported from China as they were not in line with the safety and quality standards of their medical services.

Some western media have interpreted these faulty masks into some false information that may cause harmful political and diplomatic relations.

The COVID-19 epidemic is an emergency situation. The Chinese manufacturers work overtime just to satisfy the overseas demands.

To begin with, Chinese standards on medical products are different from the other countries. But at the onset, all that was being sent out were good.

But because of the unimaginable high quantity demand of basically the whole world, the quality may have been hampered due to the fact that the factories were trying to catch up with the needs of the other countries that needed them asap.

Due to these unfortunate incidents, the Ministry of Commerce has announced that they will implement rigid export regulations on medical materials. They have also urged the manufactures to accept orders and export responsibly.

The export of medical supplies around the world maybe an urgent need but quality should never be sacrificed.
